Fuel Integrity Programme
Governments and in some cases Oil Companies in many countries are losing significant amounts of revenue due to the illegal and inappropriate diversion of low grade or transit fuels into high grade fuels.

The nationwide programme to curb the illegal dumping of transit fuel and the adulteration of low tax Kerosene into high premium automotive fuels was first started in Kenya in 1998. This was introduced by SGS partnered by Authentix (formerly Biocode) who supplied the technology.

All transit fuels are marked with a covert marker at very low concentrations; as low as 150ppb. The marker is then tested across the country using a versatile field kit that can issue a result in less than 5 minutes. The marker once marked into a fuel cannot be removed or washed away; thereby providing the security required. A similar marker is used to mark the low tax Kerosene which is well known adulterant used to adulterate Diesel and sometimes Gasoline. The adulteration does not only deny the Government it’s much needed revenue but also damages consumer vehicles and thereby spoiling brand reputation of the Oil Majors.

The programme that was first started in Kenya is now being adopted in many countries which unfortunately have similar problems.

The factors that have contributed to the success of the programme are;
  1. Excellent commitment by the various arms of Government of Kenya that are related to the programme, i.e. Ministry of Energy, Kenya Revenue Authority, Kenya Bureau of Standards to name a few.
  2. Very good control and management system by SGS.
  3. A full proof and secure covert technology from our partners, Authentix.
  4. Good will and support from related bodies like the Petroleum Institute of East Africa, Kenya Pipeline Company and the Oil Companies.

If you live in Kenya and have suffered engine or injector pump problems and suspect the fuel to have caused such problems, then please call either of the organisations below;

  1. Petroleum Monitoring Unit in the Kenya Revenue Authority
  2. Petroleum Section – Ministry of Energy
  3. Oils Section in the Kenya Bureau of Standards.

This solution can also be applied in curbing counterfeit products not necessarily Oil products.
